new build, won't post - power cycles

My new build will not post.  The system is power cycling immediately after pressing the power button.
 
I have the following:
z87 FTW
i7-4790k
GSKILL F3-14900CL9D-8GBXL
OCZ 700W PSU: ocz700MXSP
 
HD and video cards are all removed.
 
I have done the following:
1.  disconnected everything from the MOBO (all USB, switches, etc...)
2.  pulled and reseated ram.
3.  Installed only 1 stick ram.  
4.  swapped ram, etc...
5.  Reseated CPU
6.  tested PSU -> checked out ok
7.  multiple cmos resets
 
Now, I was able to get to bios 1 time.  I was in BIOS 2, and it finally came up.  After reading around a bunch, it seemed that the 4790k compatibility was the issue, so I downloaded the latest bios (1.11) to a bootable drive and went ahead and installed it.
 
Well, I guess that was a bad idea.  Now, I am power cycling on both  bios 1 and 2 and can't get in.  
 
am I screwed?  I can't think of anything else to try.  The only thing I haven't swapped out is the PSU, but that seems like a long shot, since the PSU tested shows everything is good...

    EVGA tech support and Erik above were both very helpful with my problem, but I ended up just sending the board back to newegg and getting a z97 FTW.
