So once again Ubisoft has disappointed me again! I am US military overseas in korea, almost every time companies make exceptions for US military overseas as it is always our choice and we still pay US taxes and other things. I ordered a 980x and a 840 evo, which gave me access to both Farcry 4 and AC:U, as I had no interest in the crew. When I tried to redeem the codes I was unable to locate USA/US country option. So I emailed them:

Chris @ Ubisoft Customer Service :The Uplay Shop will not allow a purchase made with a billing account that does not originate in the region that the purchase is being made. This protects against fraudulent purchases. This is the reason that you are not able to choose the United States in the billing information. Unfortunately you will not be able to place an order unless you have a billing account to use from the region that you are in.
