Recent Noticable performance drop in GTX 670 FTW

Recently I've noticed that my 670 FTW seems to be really struggling with frame rates out of nowhere in a wide range of games, most noticeably though the one I play the most, Arma 3.
 
I and a group of friends regularly play this game, one of which is my roommate who has an identical rig I built for him with the exception that I have a 2600K, and he has a 2500K (I run a some virtual machines for work so I need a lil more juice in my CPU). Anyway, in terms of arma his rig and mine always ran nearly identical frame rates with the same in-game settings, for example on Altis on mission with lots of objects we both would used to see 45-60fps (V-sync) steady depending on the situation. Currently, after playing a bit last night and comparing I am on average seeing 15-20fps while his rig is still maintaining the same numbers as before bouncing between 45-60fps.
 
Now, Ive done all the troubleshooting I can think of, temp ranges are fine, even took of the shroud and cleaned it out anyway with a can of air. Switched out my DVI cable, tried and HDMI cable, tried another monitor, reseated the card, clean re-installation of the drivers, and probably a few other things I cant think of off the top of my head atm, but at this point I can only assume from what I've tried that the card itself must be at fault...
 
Been with EVGA since the 8000 series cards, this is the first series to have given me issue since the card I have now is from RMAing my last 670 FTW. Little dumbfounded Im having this level of issue with this particular card.
 
Should I RMA? or could it be something I overlooked? Input, suggestions welcome and appreciated. Thanks in advance.

    It almost makes me wonder if your Power Supply is the culprit. Without the proper steady voltage, your card will performance terrible. It's hard to believe your card is on it's way out, usually dying GPU's either, 1. Artifact like crazy, or 2. Constantly crash windows, or display drivers. You could try downclocking the card for the hec of it, just to see if performance actually bumps back up, otherwise, perhaps it's a software related issue.

    Well, the card is not overclocked and the PSU is less than a year old... Not saying its not possible but seems kinda unlikely, but this card I have now is from a former RMA, thats my main worry, perhaps I just got a bad refurb, ya know?
     
    Is there a proper way to test the PSU with a multimeter to rule it out? Or do I need to swap it with another, cause ya know I could just steal my roommates while hes not looking... lol. Hell of alot of cable management to undo though to test it.

    Ok, swapped cards with identical 670 FTW. No difference. I guess I can rule out the card.

    Well in some way's that's a good thing! Any chance you can run Riva Tuner Statistics server, launch a demanding game, and look at the GPU & CPU usage?

    Yeah. Still leaves me kinda boggled what component to focus on testing next and how though. I guess I'll give your suggestion a shot and see what we see.
     
    I'm going to do a little stress testing with kombustor while I'm at just to be sure.
