And this is what I got
 
RMA 543214002673 + 543214002674. Can someone from EVGA contact me via email or PM to start dealing with this situation as soon as possible? I have some requests and things to discuss before a new RMA is created. I wrote email to EU Office but from my experience it takes them 2 days to respond and I cannot afford so much time nor tons of euro for calling them to germany.

    Does that card work ? if yes then there is nothing to worry , those are just scratches due to the product that you receive is always a refurbished one. If you cant deal with it contact evga they will arrange you something to cover it up (I mean like replacement) .
    About the PSU : I'm really sorry about it , I wouldn't suggest you testing it because it can cause a big mess , contact evga eu (thats the best bet mate) they will have it sorted out . They would provide you return shipment labels to cover it up.
     
    Edit: I didn't even take the thermal residue seriously , its not a problem at all it wont make an effect on performance or functionality of the card.

    The pictures of the backplate only show the standard transfer "liquid" from the thermal pads. If you remove the cooler and heat spreader, you are going to see it everywhere. It is not conductive, and can simply be wiped away with a dry cloth.

    The bent fins I can understand being frustrated by, and the broken fan blade would definitely bug me. But the thermal fluid is nothing.

    No I did not test them, I wrote an email to EU Support right away, but it takes time. And well, since these 2 products are in far worse condition than the ones I sent them (there were only noise problems with both of them, otherwise they were in excelent condition, I even made photos), I am not satisfied. I know it is the thermal liquid, but I cannot imagine what it is doing on this side.

    It does it on all cards eventually. I have three Classifieds, and it is on all three.. I just can't get a good picture for you, because of the watercooling tubing being in the way.

    If it were a solid plate, then I would be worried, but there is nothing to slow it down and it just means they haven't dried up, which is always a plus.

    I too can confirm that the graphics card residue is normal and this comes from the pad on the backplate. Please understand that the fins can be bent easily during handling and if this is a concern then we are here to try and work with you.
     
    I am sorry to see that the fan on the power supply was somehow broken and I can confirm that we can of course have that unit exchanged for you to assist. Please email me at chrisb@evga.com and include the serial numbers from the products that you received and I will ensure that they are registered and assist with having our EU office setup a exchange to assist you.

    So,
     
    the RMA went well and they even sent me brand new sealed products. But, despite they were brand new, the gpu anti-static bag was not sealed with the yellow sticker, the gpu user guide and some other stuff is completely missing from the box (I compared the contents of my original gpu box with this one) and there are huge quality problems - youtube.com/watch?v=D3b63ZGeEJQ and youtube.com/watch?v=ZdSX8-7hJ_I. About the PSU, the fan is very loud and has a resonation sound when it spins up. I think that this is enough. Is there a entitlement for a refund after a 3rd RMA like in our country?

    I doubt a refund is an option.
     
    Your going to be best served using the Support feature to get fast answers.  You could be sitting for quite a few days waiting as you asked on the forums.    
     
    Sorry to hear you are having even more issues, but why did you send the GPU back last time? You stated you never tested the card when asked, and now you are having new issues.  Either way, I hope you get it worked out.

    I am communicating with the EU support right now, refund is on the way. I am glad that I have a personal email of one person from EU support office, otherwise I would be sitting days waiting for an answer. The original card - fan issues around 47 percent fan speed. RMA card - looked like swallowed by a cow - sorry but that is not an option for a card that costs 780 Euro - that is insulting. Another card - supposedly brand new - fan issues at 39, 47 and 65 percent fan speed + loose fins.
