The PC of my friend turns off immediately, after it turn on (in this 2~3 sec everything works, except the monitor)
What can be causing this? He think can be the internal PSU.
 
Case: AZZA Vulcan CSAZ-303E (PSU: 450W)
Motherboard: ASUS P7H55-M/BR
Processor: Intel Core i3-540 @3.07GHz
Graphic Card: EVGA GeForce GT 430 1GB DDR3
Memory RAM: 1x Kingston 4GB 1333MHz DDR3 Single-Channel
HD: WD Caviar Blue 160GB
Power Supply: 450W

Not necessarily.  It could also be CPU overheating.  Perhaps the cooler is not mounted properly, or perhaps he forgot to apply TIM?  I've seen it happen numerous times.

...and plugging in the wires wrong on the board ( as far as power switch, HDD, reset ,etc,... the tiny little wires ) can cause that instant off
...or their is a short somewhere between case / & board  ( test on cardboard/ or foam outside case )

Just a point of correction in regard to the Power and Reset switches.  It actually doesn't matter which way you put the connector on, meaning that It doesn't care if you get the + and - correct because all that the two pins are doing is momentarily shorting the two contacts together.  This is why you can start your PC by touching a screw driver across the two pins.

No, it did not. Nobody touched a finger inside the PC.
It was working perfectly, my friend was just playing CS:S (less than 1h playing) and then he hung up the PC.
The next day was with this problem.

Is it watercooled? Maybe the pump failed and it's thermal protection turning off the system (which is typically how that works). 
 
What's the PSU in it? If it's a cheapo unit maybe it went bad. Was he overclocking? Maybe something burned out. Does his PC have a LED diagnostic code on the PCB? Could check for that and look up the code. Could be something as simple as a power connector that wasn't latched properly gradually working its way loose from case vibration... lots of things you need to check before anyone can help definitively!

No is watercooled and no has overclocking. The processor uses default Intel's fan.
And as I've said several times he (my friend) thinks that may be causing the problem is the internal PSU that has power 430W.
 
But because this happened just now, after a normal day of use?

YES,  stuff happens.  Components fail all of the time for no "apparent" reason. It could have been a voltage spike or something else that caused the problem or something just failed.   So stop saying that nobody did anything to the computer.  It is irrelevant. What you need to do is follow some of the instructions that others have posted and TROUBLESHOOT the problem.  It is not going to just fix itself. From the system specs, your friend's rig may be a few years old.  The PSU could have failed or perhaps the motherboard.  You can try another PSU and see if that fixes the problem.  But if he gets a new one, I would suggest something in the 800watt range to insure that it will be suitable as he upgrades his components.

You seem to be obsessed with WHY it happened.  What you should be concerned with is HOW to fix it.  Sometimes the WHY can help the HOW, but whether or not the PC sitting for a year or two, is not important in this case.  You need to focus your energies on HOW to fix the issue.  The only way to do that is through trial and error.  Your first step should be to remove the components from the case and install them while they sit on a NONCONDUCTIVE surface, such as cardboard.  If the issue remains, try a new  or spare PSU. (always use a different power card than the one with the original PSU)
 
 If the issue is still there with a new PSU and outside of the case, it may be the motherboard.  If the motherboard is still under warranty, then the next step would be to RMA the board.  If it is not under warranty, then I would consider a used board.  Personally, I would not put too much money into this rig.  I would consider getting some used X58 parts and go that route if the motherboard is not under warranty.  But that is just my opinion.  That will all depend on what your friends budget is. 
 
First rule out a short and a bad PSU and then go from there.  My guess is that there is a 80% chance that either a short or a bad PSU is causing the problem.

I would visually inspect first to see if everthing looks out of the ordinary, then I would unplug and replug every cable. If that still doesn't work then I would remount the CPU, RAM, GPU, etc...
 
If that still doesn't work try removing your GPU(if your CPU has onboard graphics). If that still doesn't work try to install just 1 RAM module to see and keep swapping it to see if it would make any difference.  If that still doesn't work try removing the PSU and jump start it to see if it would ran without issues.
 
If the PSU works. Then it is either your mobo or your GPU(if ur cpu has no onboard graphics and cant test it).

MOBO is the cause. Simply failed :/
