Geforce 780 sc acx power target

Hi. I have sli GeForce 780 sc acx versions water cooled. I have the modded bios for 1.122v remove boost etc.
Now if I run heaven at 115% power target at 1202mhz 1.187v my power target sits around 62-65 it's always quite low even in games.
Also my usage isn't pegged at 99%. Mostly sit's on 98. Heaven is maxed out on everything also.

Also strange GPU2 the bottom one seems to be the one that's 2Degrease hotter than GPU1 I thought it's always the other way around, even though GPU2 gets the water fed to it last.
Sometimes depends what driver version GPU2 shows it as having up to 10% more usage. On these current driver's usage is even.

    Anyone?. Is this normal to have such a power target being reached?. I can set it to 115%. However even using Heaven on MAX it doesn't go over 62%.

    Yes, it's normal when running a modded vBIOS.

    I can't get stability over anything above +25 on the core clock. Any advice? Or am I just incredibly unlucky?
    I have used Precision to OC but I have recently switched to MSI afterburner.
