You will need to verify in your bios what your settings are. You may have boost disabled, or something.

Have you updated your bios and what are your system specs. You should go in and take screen shots of your bios settings (if your bios allows) as well as posting detailed system specs. Once you get pictures, load them to Google Drive or an online album and share it, as there will probably be a lot of picture (may just need a few, not sure without seeing what you are on).

If your spec is in your signature, I am on mobile and can not see that :-/ sorry.

This is my cpu clocks on idle.

They should be on idle 799mhz like here , right?

So why i have 3999mhz not 799mhz? Is this something bad with cpu?

Not yet, it is probably just a setting in the Bios. Post the information requested.

Resetting the BIOS to default settings should correct this problem.

My motherboard has an 'Advanced Turbo' that needs to be enabled and you need to manually set your multiplier to 44 / 'all cores'.

I've recently installed a new 4790K for myself, and had the same problem.
You need to set your CPU ratio to manual, the setting was really hidden away.
After that setting was configured right, I could change the ratio to 44 to set clock speeds at 4.4Ghz.

Look through your bios and make sure that Boost is not disabled.

Also...the 799 is speedstep working.  Disable speedstep!  That will keep the processor from downclocking.  On most Asus boards, if you enable XMP for the memory setting...you get the chip permanently clocked at the "turbo" speed with no variation.  I have a 3770K on a Sabertooth z77 and I have enabled XMP on the memory...clocked the chip at 3.9.  I then changed the core speeds to 40 and get 4 GHZ with no variation...as long as speedstep is disabled.
