New EVGA GTX 780 TI dual classified with ACX, very high temps

I just installed this card last night and without any OC at all and with a custom curve it goes immediately to whatever temperature is set in precision at stock it is running up 83 degrees no matter what.
 I have tried turning up all my case fans and taking off the side door. I am thinking of returning it. Ive tried previous versions of precision x all to no avail. I unlinked the temp from power and it will bump against the limit and throttle. Is this a faulty card or owner?

    I have 2 of these cards and yes they can get quite hot. If I recall 80's is acceptable temp. But the main thing about the card is airflow. The acx cooler does not send the heat outside of the case. It sends it away from the card on the sides. So if you do not have a steady airflow going from inside to outside of your case. It can get rather hot quickly. I suggest removing anything that could block airflow and maybe buying higher airflow fans. I personally use 5 140mm and 2 120mm corsair af fans and I usually don't see higher than 60-70.

    Well so far this AM I have gotten it to give me full fan speed by moving it to the bottom PCI Express16_3 slot on my asus x79 board I am not breaking 70 degrees and am getting full power on the acx fans. I was only getting half yesterday. The manual for the board says to only load the uppermost with 1 vga card, but i think this was the main problem, since it builds a little heat corral around the card and my noctua cpu heatsink. It may also be a conflict with my sound card which is PCIE_1 card. I am re-installing it to see.

    You didn't say which PC chassis you have but with high end cards you need max airflow in your chassis.

    I have quite a lot it is a PC-9F Lian Li without the hard drive cages and noctua 120 mm fans pulling in the front one noctua exhausting in the back. Things are much improved since moving to the bottom slot. If i can find a modded side panel to draw some more air out with 1 or 2 120 mm fans i think it will be good. There was something going on the power to the 2 PCIE_16 lanes because loaded in the #1 slot the fans were only running at half speed.
