need help guys over the last few weeks i have been getting horizontal lines that flicker across the screen when playing a game. at first i thought it was the monitor but it does it on my tv too.
any body have any advice. my drivers are up to date

Are you sure this isn't screen tearing? Try turning on v-sync to see if it goes away or gets better.

Na it's not screen tearing, in a few games it looks like a texture bug of some sort, ill even get lines coming off players.. But like I said it has only happened in a cpl games, im not overclocked, ive tested my vram and no errors,ive also ran artifact tests and all is good and my temps are hitting low 60's, at the highest.

Well the op originally said "a game" . Also what tests do you run exactly? Valley/firestrike or something like furmark? You two may be having similar problems but different causes.

i have never really done any tests on it. is there anything i should be looking for in the results

 Mainly just crash to desktop or large chunks of miss-colored screen. Personally I would recommend letting heaven valley run for about 30-40 mins. This is not a end-all test but it will identify clearly unstable cards. 
 
Also, what games exactly and a full list of system specs can also help.

And yes I also said that a few games give me this issue, So I ran some tests to see if maybe it was my card but it ran all the benchmarks I threw at it without any issue.. I ran 3D mark all tests including Fire strike and extreme and ultra, I also did msi kombuster all the available benchmarks , evga oc scanner stock and oc'ed  I ran all the tests as well as put the artifact scanner on and that came out fine , I also ran heaven and valley and let them both go through 4-5 loops and no issues with them.. Now for my vram I ran video ram stress test for about 7 hours and that came back clean as well.
