that i can step-up from and get an 980 or a 980 SC? (AKA 750Ti?)

Most cards with a 3 year warranty can be stepped up within the 90 day period. The limitation is not on what card you can step up from, but what cards you can step up to, based on the step up list on this page: http://www.evga.com/support/stepup/.
 
As long as you have a -KR card, which is purchased within the last 90 days, and registered within the first 14 days, or if it was not registered within 14 days you can purchase the extended warranty on the card to unlock step up, you are good to go. Keep in mind the lower the cost of the card, the less credit it will be worth and therefore the more it will cost to step up.

I believe that is a new addition.  Question is, is it really worth doing that card?  Isn't it just a chip that binned higher?  Same hardware and components as a base 970?

It's worth it if you want higher factory clocks and the real ACX 2.0 cooler and not the "1.5" version of the SSC and under models, the FTW could be a good upgrade.
 
BUT: If you don't have troubles with your 970 ACX to 970 SSC ACX 2.0 then by all means keep it! :)

For me I'm removing what ever cooler comes on it and putting EK waterblocks on it.

I am going to watercool my stuff too.  Not so sure about EK especially after how they handled the nickel plating issue with their blocks.  Alphacool seems to have quite a bit of blocks that will work.
 
I guess if I am going this route it really makes no sense to get the FTW version and spend that additional money on a waterblock.  I just hope I win the silicon lottery.  If the PCB was different with additional components then maybe it might be worth it for a better OC.

If you don't like the nickle use the copper block, or if you don't want to take the chance.
I have not had any problum's with the blocks I have.
Also if you want to wait on a card wait for the Hydrocopper one, I may.

I love the nickle look, however, the countless stories and flubs by EK to address the issue scares the heck out of me.  I love the look of their blocks and how you can see the water flowing.  Copper seems to be fine from them, however, if one were to have an issue, they only have to look as far as how EK treated the nickel corrosion/flaking issue to see what kind of CS they can expect.

Can be true, but my first experience with EVGA's customer support was bad. It was two year's latter it took to fix my issue. And now you can say I'm kind of a EVGA fan boy now.

Pretty much the only reason I went with EVGA despite folks knocking them is their CS and the friendliness towards 3rd party coolers (waterblocks).

They are the most frendly as it comes to blocks. The other's not so. I was told by there CS so long as the card is not physical damage the by you mounting a block or liq. your good.

I think that is fantastic and I think more manufacturers should do this.  Most folks with these cards likely has put their CPU and CPU heatsink on themselves.  A GFX heatsink really isn't much different.  If anything it is easier.
