Ironically, it down clocks to a low multiplier by design.
From Tech Support:
"The switch is mainly used when LN2 overclocking at extremely high clock frequencies when you can’t boot up. You turn it on and boot up at a very low frequency, then once booted to Windows flip it back to all the multiplier set in BIOS to take affect. It’s a feature that in general most people will ever need to use."
