If I had a  GTX 780 SC (03G-P4-2783-KR) and then decided to purchase a GTX 780 SC w/ ACX cooler (03G-P4-2784-KR) would I be able to run them in SLI?

Additionally, it's recommended that if you run that sort of configuration, run the ACX cooled version below the card with the Titan cooler.  This will give you your optimal temps for that sort of configuration.

You mean run the blower card on the bottom and the ACX card above the blower card.

No, run the blower card on top, as the air flow is more blocked for a dual-fan card when it's on top of another card.  The blower fans, on the other hand, are designed for situations where the cards are stacked on top of each other.

Running the blower card on top will cause the blower card to intake heat that the ACX vents into the case. Having the blower card on the bottom would keep the blower card nice and cool since heat rises.

That's true, to an extent.  However, if the cards are stacked on top of each other, the ACX will have no clearance to pull air in to cool the card.  The ACX doesn't throw all the heat back into the case, actually; a fair amount escapes out the back of the case towards the rear fan on the card.

If the motherboard being used has sufficient space between the two cards, then either way will work fine.  However, if the cards are right on top of each other, the blower fan is the better card to have on top.  While it may pull in some air heated from the ACX below, that's far better than having the ACX fan have little to no clearance while it's on top.

ACX cards have more issues with air flow stacked with another GPU. The forum is populated with folks trying to run ACX style coolers in SLI and having temp issues. As Nordic pointed out, the blower design works better stacked than the ACX style. Blower on top.

I see. Is there a thread on here where someone has tested blower on top and ACX on botton and vice versa when stacked?

Probably not. However, it's pretty well documented the ACX style does not do as well in SLI with any impediment to airflow while the blower style isn't affected to nearly the same degree. I'm sure you can find those complaints if you look.
