X99 Classified Bug - Can't overclock with Turbo disabled

Title is the description.  Set Advanced -> CPU Configuration -> Turbo Mode = Disabled, and manually setting cpu clock multipliers has no effect.  Set it back to Enabled and not only do I get individual core multiplier control (shouldnt I get this regardless of Turbo setting?), but the multipliers take effect.
 
Latest (I think) 1.06 BIOS

Workstation:  12900KF @ 5.2Ghz || MSI Pro-A Z690 DDR4|| EVGA FTW3 3090 1000W || G.Skill 3866 4x8GB || Corsair AX1200i || whole-house loop.

    This is a function/limitation of the chipset (however you want to look at it) I have tested it here as well, this is how the X99 works.

    So turbo mode should always be enabled if overclocking? If I'm understanding you correctly.

    yes you need turbo mode enabled to OC.

    he might be upgrading from x58 which required you to turn turbo off if I remember.
