Does the load decrease when running at 60Hz refresh rate?

To locate which process on your computer is causing the high load do the following...
 
- Download process explorer and run it.
- Select view (top left), select columns, select process gpu, check mark gpu usage (this will create a column on the main screen called "GPU", you will be able to monitor what process is using your GPU the most when idle.)
- Tell me the process name that is causing your high GPU usage at idle.

Disregard that large idle gpu load, i did not read things correctly, as the gpu usage is 0-1%, however, the screen tearing is still there.

Vsync in the game menu or forced through the Nvidia control panel is the usual solution for tearing unless you can enable some form of triple buffering.

V Sync is activated, and the tearing is occuring in gaming and youtube, ebay browsing etc.

What graphics drivers have you tried?

Try 337.50.

tv refresh is at 60hz, the nvidia control panel is at 60hz, i do not have a PC input, but i do have a "Game Mode" I do not have the clear motion disabled, could try that.
