win 8.1 high idle temp

I recently just moved to win 8.1. My evga 780 was 21/22c idle in win7 now in win 8.1 it's sitting at 40c and it only seems to be when the store app is open and the store app starts up on launch and there is no way to disable it. I have even uninstalled it and it's still starting on launch I've also check online for solutions and there is none.
 
Has anyone else had this issue?

ryzen 3600 @4.4ghz 1.27v, evga 1080 SC, Msi x570 gaming pro, 16gb ddr4 3200mhz corsair Vengeance, arctic freezer 34 cooler,  Corsair CXF Series 750w psu , msi 110r case

    Have you tried doing the following for Windows 8.1:
     
    Open Registry Editor (regedit.exe) and navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsStore (if the WindowsStore key does not exist, create it).
    Create a new DWORD value in the WindowsStore key called RemoveWindowsStore. Set its value to 1.
    Navigate to HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\WSService. Select the Start value in the right-hand pane and set its value to 4.
    Navigate to HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\TimeBroker. Select the Start value in the right-hand pane and set its value to 4.
     
    Ensure you do not disable the SystemEventsBroker if you have done so. Doing that will break quite a few task scheduler events which are necessary.
     
    Just as a caveat to the above, doing so should disable the app store all together and you may run into issues if needing to install an app that you want or other items of which are linked to the app store. Do so at your own discretion.
