EVGA GTX 650 Ti is *incredibly* noisy

EVGA GTX 650 Ti is *incredibly* noisy. It has may my system unbearably loud. Using Precision X does not allow me to reduce the fan below 20%. It's 23c, there is no way it needs the fan to be that fast.
 
 
I will be returning the card. This is absolutely ridiculous. Is this a known problem? Is a fix planned?

    What is your fan RPM?  At 20% you should not be able to hear it.  Something must be wrong with your card, either running at a much higher speed than it is being reported, or it is defective.
     
    I would try uninstalling Precision X, saying no to keeping settings, reinstall your drivers, using a custom install, making sure to check the clean install box.  Reboot, and install Precision X again and see if there is any difference.

    Thanks for the reply. I have tried reinstalling and updating things to no avail. There is a large difference between 20% and 100%, so I think the speed is being reported correctly.

    Hello Naggie,
     
    The EVGA GTX 650 Ti fan is hard locked to a minimum fan %. At 20% that would be the lowest percentage you can go.  At 20% fan speed with the case closed, you should not even notice the fan being on.  Make sure that all the protective film is peeled off the video card.  The middle of the fan will have protective film that needs to be removed also.  Sometimes this will be overlooked and get sucked up into the fan, and make extra noise.  If you are still having issues with the noise level, please contact our customer service support at 1-888-881-3842.

    Film is all I can think of too. Lols, no possible way a card running 20% is loud or audible at all in a closed case.
     
    I know I got a 680 with a blower, I can't even hear the darn thing at 60%.
    I hear my 560 over my 680 all the time, though at 70% at full load.

    650 != 680.
     
    I sent it back and got a Zotac GTX 660 instead. It is so very quiet. I can't hear it at all, so much better!

    I have a 650ti card and the fan is nasty loud too. It is an annoying high pitch because it is so small. Coming from a water cooled card this is even more noticed. Playing a game the fan is louder than all of case fans and water pump and can even interrupt my gaming. I severely regret purchasing this shorty card just to save a few dollars.

    Yes mine is in home theater case and I'm in the same boat.  At lowest possible 21%, it is ridiculously loud.  This is the loudest fan I have ever heard in a card.
    I'm past return time frame by 2 days, so am stuck with a $200 investment that will be removed asap.
    What are my options at this point? Are there any 3rd party fan mods, where I can pull this assembly off and put on something normal?

    Yeah, it's not just the EVGA ones, it's every vendor that I've seen with these. Including the original nvidia-made cards.

    Same thing here, at 40%, my card sounds like a helicopter.
    When I read the reviews before buying this card, people said it was quiet, what a bunch of liars!
