Please Help! GTX 770 won't overclock after new driver install!

After installing the latest driver (clean install). My GTX 770 won't overclock. Even if I only increase power limit it will start throttling voltage and gpu clock. I've tried different overclocking utilities like Afterburner, I've rolled back drivers and still the same problem. Anybody have any ideas?

    Please list your system specs and let us know if any other components (CPU + memory) are overclocked

    If you think it may be a driver issue, you can always roll back to the previous version, just make sure to run it as a clean install again.

    I have a 4670k, 16gb ddr3 1866 ram, corsair hx750 psu, sea gate 240gb ssd, 1tb wd black hd, soundblaster z. Nothing else is oc'd. I cleanly installed previous drivers that we're working fine and throttling persisted. I had also tried earlier the precision x 15 and it acted weird so I uninstalled that. Dunno if that affected it.

    Well, I came home and it was working fine, not sure what it was but I spent a while yesterday on this with many restarts and uninstalling, re-installing etc. Oh well, thank you for the replies.
