1.1ghz on stock voltage?

Is this normal for a 290x? I'm on the ref cooler so I don't want to push it yet, but I can run 1.1ghz (is 1ghz stock). Also I don't understand why everyone complains about heat issues, I run my fan at a fixed 65% and even with the OC I never see over 80C.

My Laptop (GE63VR-7RF):
-7700HQ.
-16GB RAM.
-GTX 1070.
-128GB SSD.
-1X 1TB 7200 spinny drive.

    1100mhz with stock cooler\voltages is fairly low hanging fruit for 290X's with that kind of fan speed, but it's certainly not a given. I have to ask though, are you deaf or do you wear a headset when you game? I remember playing with the fan on my stock cooler (before I slapped my WC block on) and it sounded like a jet engine at even moderate fan speeds. Even when just running benchmarks for a couple of minutes the fan at 100% was extremely annoying. I can't imagine doing 65% 24/7 TBH, at least not after I purchased my first fan controller and got used to a decently quiet PC.

    I ran 1150 for a while and it was stable I just didn't wanna push on the stock cooler. And Yea I have Logitech g930's that I wear. As soon as I get my kraken G10 I'm hoping to push 1250 or more while still keeping temps reasonable.

    Those are nice clocks you have a golden chip thats forsure.

    Is the stock cooler refrence design?
    Id imagine a non-refrence design cooler such as twin frozr or dcII would do much better. They would be stock cooler but not refrence design.
