Secondary gpu acting like primary gpu..

Hello all! 

I got a weird problem.. You see, my second gpu on my SLI setup runs much higher then my primary gpu, for example, when i play farcry 3 my second gpu is at 97-98% usage and my primary gpu is at 50-60% i have no idea why and i've been trying everything, changing things in nvidia CP reinstallning drivers.. I don't know what to do next.. 
 
Hardware:
AMD FX 8320
8GB RAM Kingston @ 1333mhz
970A-DS3P
750w Corsair
2x EVGA SC 285

Things i've done:
Reinstallning drivers
New SLI Bridge
Changed place on the cards
Tried diffrent monitors

I did run with one card at a time to check for hardware problem with the cards but if i run only with one card it works just fine.

    Whey you say the second card is it always a specific card or which ever one is installed in the second pci-e slot?

    Are they staying consistent at that flip-flopped usage, or is it occasional? It could be a glitch with RTSS flipping the sensors to the wrong labels, that's just a hail mary guess though.  :)

    I am having the same problem with 2x 7970s and 1x R9 290x in the same machine, the R9 is acting as a secondary card even though its in the first slot and everything is plugged into it.

    CPU: i7 930 @ 4.0 ghz @ 70C Max
    CPU Cooler: Thermalright TRUE w/ 2x Cougar Fans  
    RAM: 3x 4gb Mushkin 1.5v 1600mhz
    SSD: 120gig Mushkin Chronos || HDD: 1tb 7200 rpm
    VID: 2x 7970 MSI TF3 || MOBO: EVGA x58 FTW 3
    CASE: HAF 932 || OS: Windows 7 64bit
