AnsweredgeForce gtx 760 system won't power on

System powers up fine with on board video. I connect it to my x16 slot in my z87m-plus mobo and my pc won't even power on. It has nothing to do with bios because I am not getting power. Once I remove card system works fine. I have 8 pin and 6pin pcie power connected to it as per instruction manual. Faulty card?

MY PC
-EVGA GTX 760 NVidia 2GB DDr5 (this card rocks I cant even imagine how a higher end EVGA card would look)
-Haswell Core i7 - 4770k LGA1150
-ASUS Z87M-PLUS MoBo /  BitFemix PHENOM Micro ATX case-It's extra wide so hasn't been 2 much of a pain(my first small case I prefer larger normally to work on.)
-8GB (2x4gb sticks) DDR3 1600mhz Mushkin RAM
-Seasonic 520watt PSU - m12 II Bronze-highly recommend SeaSonic they contract to make Corsair's high end power supplies(Crappy PSU I'd need 600watts!)
-Other stuff I won't bore you with like cooling fans dvrw but no other major cards or anything important, 1 pci-e 4X available, a crappy old style 1 inch little pci-e that is probably too close to my GPU to even use. The one issue with this computer is I CANNOT run SLI, or put in many other cards, In future would prob get bigger

What Slot is it installed in?
What Other Hardware is installed and in what Slot?
 
I would lean to Faulty PSU.

according to EVGA the GTX760 needs 170W. SO....  ( Power = Volt * current <=> Power =  12volts * 14amps = 168W)
 
So by the numbers you need at least 14,5 Amp Per each 12V rail ( if you PSU is multi Rail) but that is cutting it to close...   15Amps per sure with no doubt
 
(if your PSU is common-rail you need at least 30amps on the 12 V rail according to EVGA)
 
PER example my psu has an output of 56Amps but as it is multi-rail it outputs 18Amps on each of the four 12V rails witch gives me 216W (or little less given my psu is 6 years old) - BUT still more then enough for a GTX760 that needs 170W.
 
But as bcavnaugh said you should tell us all your system specs.

That PSU has enough amps, providing you are spreading equally across the two rails. Although with the watts you are cutting it close.

Thanks I will make sure power is distributed correctly. I also noticed the box has conflicting information with the manual, box says (1) 8 pin or (2) 6 pin is enough, but manual shows an 8+6.

Requirements
Minimum of a 500 Watt power supply.                        
(Minimum recommended power supply with +12 Volt current rating of 30 Amps.)                        
                An available 6-pin PCI-E power connector and an available 8-pin PCI-E power connector                        
                Total Power Draw : 170 Watts
 
You need Both, Don't Run Without Both Connected.

That was my understanding and what I tried. I just noticed box said different so I freaked. I'm going to buy a new pci-e power cable tomorrow to replace one of them just to be sure.

I assume that a 6+2 pcie plug works fine for the 8? I went and bought a new cable since I do not trust the one that came with mobo since it did not work to begin with although it could be other problems. I'm going to refer to the manual, and make sure the power is split amongst rails as instructed. Hoping to have this resolved by the end of the weekend, if so I will make sure to post that it is solved. If not I will see if best buy will swap cards for me or go straight through EVGA since I know they are good with rma's.

Thanks for all the prompt input and responses it is wonderful to know what a strong helpful community there is here. Battlefield 4 looks decent with my on board, I'd say ps3/xbox 360 quality. I can't wait to have it look better than a ps4 and have max setting! Have a good weekend and happy gaming!

According to SeaSonic info on this M12 II 520W he has 2x +12V rails with a distribution of 20Amps on each rail..  witch gives him: Power = 12volts * 20Amps =  240W  
 
240W is more then enough for a GTX760 as my M12 700W has only 18amps on each rail and works fine.
 
altho he has only a output total of 40Amps and i have 56Amps... 
EVGA asks a output of 30amps minimum.. 

 
either way by the numbers he meets the minimum power requirements.
 
the psu may not be distributing the power in the correct way witch is ODD or there could be  bad connection...  or bad cable....
 
check all your connections! check everything! USB connections included! unplug everything non vital.

 
remember everything connected via usb to the PC tower is feed by the psu - external hdd's, mice and keyboards, WEbcameras,external universal card readers, ect..
 
even LED fans inside the PC case connected to the mobo consume a little bit more ten regular fan's...   etc.. etc..

 
your system may be sucking power to other devices leaving the gfx card without enough juice...

Just to add a little for Miguell, I just received new PCIe Cables, and of course, changed them out.  When I booted, the computer froze for a second and then the screens shut off..  I restarted the computer, and of course, it came up with a beautiful "Please connect power cable to this graphics card..."  Nice.. brand new cables..  I had to go through and find the ONE that had a 12v pin that had not seated properly, so when I installed it, the pin pushed out causing the graphics card to shut down.  
 
Check your connections, look at everything very close (all pins should be at the VERY front of the connector), and also make sure that you have fully seated the card in the PCI Lane.  
 
Does it display any sort of message, or at least give the POST beep when starting?

Solved!

Faulty pci-e cord was shorting it out. Seasonic makes Corsair so the PSU is fine, quality matters a lot in my opinion especially if it is close. Haswell chip and the rest of my system dont use much i bet there is juice to spare...in regards to rails i found out it can be misleading, mine says 2 rails on box but after researching it, it is only 1("sumulated" 2 rail, fine with me")

And as you say it looks amazing with dedicated graphics, image quality is much better but the biggest thing for playability is how smooth it is! I am only running a 2gb gx 760 and it runs on max everything for settings in battlefield 4!

Ran OC scanner - 4m particle test:
231 fps average (181-299 range)
I am very happy with this card and my i7 4770k! I had planned on upgrading to a $500+ card after several months but with the performance of this one I think I'll keep it for some time! Funny how what is considered a middle of the road or entry level gpu to gamer friends blows almost every PC out of the water.

And no it made no post or noise before which scared me...went from working pc to a total brick not even a fan! Pretty sure the bad cord was shorting out mobo or psu or something to that effect.

lol sounds like I am about as good as you.  It always takes me a lonnng time to get decent at FPS games online when I haven't played in ages, and I know none of the maps so I pretty much run around like a noob!
