Yes you can on all fronts.
Toyota still makes copper heater cores.
Lowes has heavy copper end-caps that can be used as a cpu/gpu block base.
Pumps can be had rather cheaply from Marineland.com.
All said and done , you'll have learned alot, gained skills, bought tools, and spent more $$$ then just buying a decent closed loop system foe $100.
If an education and development of lifetime skills is your thing then go ahead!
(learning is awesome!)
if not , save your pennies and buy a pre made liquid cooler.
