Fans running at max rpm

I recently installed the z170 ftw and now both my cpu fan (pwm) and front case fan(3 pin) are running at around 1000 rpm. The cpu is hooked up to the cpu_fan and the front fan stays the same regardless of where its plugged in. Rear fan(3 pin) is cha_fan, and runs at 500rpm at idle, similar to the speed all my fans would run at on my previous motherboard when idle. Is this normal? 
 
I've tried playing with the smart fan settings but I'd rather not, is that my only option?

    Did adjusting the smart fan settings help?
