I found one suit of Power Armor and all of the components are red as in stolen. It was just sitting there and nobody was anywhere in sight. Who could I have possibly stolen this from? Is he going to hunt me down to get his Power Armor back or do you think I'm in the clear? I think it was somewhere near one of those Red Rocket stations if that makes a difference.

I found a suit of Power Armor that was red indicating it was owned. The one I found was by a motel that does get on the pip boy map once discovered. Raiders are present.

But I don't have any mods and I was losing parts off of the stored Power armor.

I don't have any mods either and I have a hard time buying into the fact that my settlers are going around Sanctuary looking for things to scrap. There is enough 'stuff' in that Workshop to keep them busy for a year without scavenging my Power Armor. If they really want to scrap something they should try cleaning up those fallen trees and busted fences.

Possession is 9/10 of the law. There must be some kind of statute of limitations where it eventually becomes my property or am I just whistling Dixie?

The cell reset will do more than remove pieces from your armor.  It will take for example; a T-51 suit and reset it to a T-45 suit.   Or an empty T-45 frame and then put some or all of the armor pieces back onto the frame.  That's what was happening to me.

In your case Whiskers, I think we're looking at straight up theft.  Either Zuhl has been hanging with your ladies and coerced them into a life of crime, or your settlers are pulling pieces off of your armor.

I also found a similar suit and the hotel location sounds familiar as I seem to recall a bunch of raiders around.  But this armor wasn't raider armor, it was all T-45.  I jumped in it and took it home. Got tired of seeing it as "stolen property" considering it's previous owners had had their brains splattered liberally all over the ground.  So I cheated a little bit.  I used a console command to make it not stolen.

Yeah, it was just sitting there in the wide open. It wasn't in a repair station or anything and there was no one in sight not even a decaying corpse so I figured finders keepers. I have it hidden in a house at Sanctuary. Nobody touches it either. Maybe they're more worried about the real owner showing up than they are of me. It's not Raider Armor either.

Much of that is common knowledge (I think).  But I didn't know about the cover system.  You would think that they would have made noise about that one.

As some of you know I am stepping up and I am about to go send my 960 off for the 980ti. That being said I just popped in my old 550ti and tried to run the game and wow. I can't even boost clock this GPU. I was getting about 25 fps at medium settings. needless to say when I get back from the Post Office I will be dropping the 750ti back in so it will be at least playable.

I would think that the game would run over and pummel that 550 with a broken walking cane.   Which apparently it did.

The 980Ti should steamroll right through things.

LOL!!! So I have my MSI 750ti back in my rig and I am at +190 on the clock. High settings average right around 60fps.

Well I think you may be on to something there. Time to buzz over to the Hotel and get me some armor. If you don't hear from me within a week I'll need some bail money.

Casanova, err I mean Zuhl stole all the ladies. Hell, I think he even tried that old chair sitting, grizzly looking, loogey spitting hag, and got lucky! He probably got her trained to steal our armor so as to supply Cait's expensive habit. Talk about kicking a guy when he's down is one thing but it's real bad when he kicks 2 guys when they are down on their Power Armor count. LOL

Seriously, thinking about the theft of Power Armor made me think about that "Scavenger" I caught snooping around the work bench and the junk recycle bin at one of my settlements. He was NOT a settler and he was looking very suspicious. I wonder if that may be the reason why we are missing the Power Armor.

I had a 770 Classified and maxed out on FO 4 and she got bounced around a little. I had to reduce settings. Needless to say I have a 980 TI SC and she handles FO 4 with NO PROBLEMS.

It's repeatable and apparently a new feature built into the last patch. Any items on my 'needed' list glow a little bit. I think it was Borderlands 2 where items of interest glowed too. I like it. I like being able to spot the settlers that aren't assigned to a task. I assigned a settler to a Brahmin and made them part of a supply line. Maybe I should have assigned more settlers to that Brahmin for guards but didn't know if I could so I didn't try. Maybe I'd better send a team of settlers to protect my goodies from Raiders next time.

All settlers look alike to me so being able to see who isn't assigned to anything is a plus for me. I used to just pick someone and assign him or her to a chore or a bed. Now I know who is loafing and slacking and put them to work. My settlements are NOT a wellfare state. If you don't work you don't eat so get a move on and do some work for me!

I have a quick stupid question. I see many YouTube videos where a buch of caps come popping out of the victim after a kill. Is this a perk that needs to be unlocked or is it just because they are playing on a console?

I was wondering that as well.

Personally I think that would get annoying really quick.   And I have yet to spend any caps on anything.  I have enough crap stored that I can straight up trade enough of it for what I need.  Usually what I get from merchants is ammo that I have a hard time finding.  (.308 and shotgun shells) and rarer crafting materials.   But the merchants so far haven't had anything that I just have to have.   I can almost always build what I need or want from stuff I looted.

There is a perk that does just that but now you have to decide where (area wise) to eradicate them. By this I mean terrain wise. Try and find a weapon in tall grass and that generally (for me) becomes a lost weapon. Gold coins are a lot smaller so bring your metal detector.
