first thing is this has been happening for years ...counterfeiters in asia have been doing it with every generation
I remember fake fermi cards using g80 chips
 
I haven't seen a year there hasn't been NVidia counterfeit cards 
 
This is a NON story IMO
the only thing of interest was it was traced to a possible card maker and an Asian manufacturer
 
think of some of the Fake product coming from 3rd world countries - the  legit manufacturers and the fake ones can be in the same country
when you get a producer selling you product ...you may not know if they are the real deal or not
 
let alone companies that buy batches of chips and then sell them later -
speculative buying or maybe wanted to make cards or did for awhile and then want to get out and have overstock to want to get rid of
 
so old stock may go to some unscrupulous people who make fake cards and then sell to 3rd world countries
ie bargain cards 
 
If it looks like too good of a deal then it is... check before you buy
