    Omarlink,

This could be caused by one of 2 issues.  It could be an effect of the update to Precision or it could be an NVidia Control Panel setting.

To address the Precision side of this, uninstall Precision and go to the folder where it was stored: C:\Program Files (x86)\EVGA
There delete anything related to Precision after the uninstall.
Then reinstall Precision and see if that helps.
What this will do is clear any old presettings from the old install that may not be behaving.

If addressing Precision does not work, open NVidia Control Panel.
    Go to Manage 3D Settings.
In the Global Settings tab, go down to Power Management Mode.
Make sure this is set to adaptive.

Between these 2, it should resolve the lack of the auto downclock that is not functioning.

On a side note, the temperature you are showing here in the screen shot attached is very cool for this card at full clock speed.  I understand this is not under load, but if this doesnt resolve it for some reason, let us know here and we can try to find another solution, but in the mean time, I wouldnt be worried.

Are you sure your card is actually running at those speeds while idle?

EDIT: Yeah, doing a reinstall and a clean driver install fixed it for me. Guess there was something lingering from the install with my original 1070 FTW causing issue with the replacement in Precision and Afterburner.

    Omarlink,

    open NVidia Control Panel.

as above but try the "optimal" settings as that is the default

that's what i would do before uninstalling XOC, time is money as they say :D

Here are the top causes of why a GPU would run at full clocks at idle...

#1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
#2 Your machine has a virus. Fix: Scan computer using malwarebytes.
#3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
#4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
    #5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
#6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
#7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)
