EVGA nVidia 650i Ultra won't POST

I was given an EVGA nVidia 650i Ultra motherboard, 122-CK-NF66-A1.
It will not POST, which is why I was "given it".
Before I turn it into soldering/desoldering practice, I thought I'd see if it is salvageable.

It has:
E2140 + stock cooler
Kingston KVR533D2N4K2/1G (512Mb x 2)
OCZ ModXStream=Pro 500W (OCZ500MXSP)
ATI 3D RageII PCI video card (only have a VGA monitor available for testing and my spare PCI-E card is DVI-D only)

The memory and PSU work as they were taken from a working system, an ASUS P5B Deluxe, for the testing.

I have replaced the battery with a new, tested, one.
I have reset the CMOS.
I have even left it overnight without a battery, jumpered to reset, and help the power botton down for more than a minute.

I have tried with and without memory.
Reseated the CPU.
Even had a floppy drive attached, to see if the drive light came on.

When the power switch is pushed:
The CPU fan comes on and the nVidia MCP chip gets warm after a while.
A fan plugged into the chassis fan power plug doesn't come on.
Ditto for the C55 fan plug.  (behind the audio plugs on the backplane)

One plugged into the vreg fan plug does, however come on.  (behind the usb ports on the backplane)

There are two LEDs that also come on, the one in the corner by the DIMM slots is yellow
and the one in the opposite corner by the PCI slots is green.
But I cannot find any mention of them in the manual or online.

No sounds are made, I have headphones plugged into the green or black audio plugs.
I've listened on all the plugs and no sound, not even static.

Any ideas, suggestions would be appreciated.

    Have you tried pushing on the BIOS chip?  Any bent pins in the CPU socket?

    First off, thanks for responding.
    I removed and reseated the BIOS chip & I inspected the CPU socket under magnification, nothing wrong there.
    I have also checked to see if any parts are loose/missing but no joy there either.

    Correction to previos post:
    The BIOS chip is surface mounted, therefore no socket, but the solder joints look good under magnification.
     
    What do the two LEDs signify, other than there is power getting to the board, if anything.

    I've put the MB in the scrap pile for parts salvage and soldering/desoldering .practice
