EVGA Nforce 590 Sli - LED flipping between 23,45

Can anyone verify if this happens that it is the motherboard that needs to be replaced?

I've reset CMOS
Went to bare bones (CPU + PSU + Motherboard)
Got the beep code for memory - Added it back
Got the beep code for Video Card - Added it back

I get nothing after this (No beep/nothing on Monitor).

I bought a new Video Card (XFX ATI HD 5770), installed it with the same results.

I plugged the new VC into my TV and monitor to rule out the monitor dying.

So at this point either the new VC was DOA or something is wrong with the mobo past those 3 steps.

If anyone's got insight to these error code (I read the manual but it doesn't explain what to do to fix it).

    Look in the appendix for your code starting on pg 61.
    Did you notice that the pins on the Cmos jumper are bassackwards from the manual? LOL

    23= "Early proggramming of chipset registers". google around or call tech suport.

    45= Reinit serial port Reinitialize Preboot agent serial port.
     http://www.abxzone.com/forums/f148/foxconn-foxconn-c51xem2aa-8ekrs2h-problem-112173.html   (it's the same board, EVGA,XFX,& Foxcon use the same Nvidia reference board) from reading around it sounds like some boards do have a problem with Pcix 2.0 cards.
    Did you reset Cmos after you put in the new card?
    I'm not one of the guru's around here, wish I was more help.
    Did you buy another vid card after you had issues? If so what was the old card?
