Allright, so i am noticing jagged, pixelated text, 3D lines and pictures. Here is an example:
 
 
Crysis 3

 
This happens to most all games i play. If there is no solutions, i will send the card back.
I have tried to play whit the nvidia controll settings, but still there is nothing to it.
 
I tried whit different monitors and cables.

Most likely an issue with your resolution and setting in game or in driver.....

I didn't play Crysis 3, it's hard to tell and pictures is somehow ...But maybe is not best picture to show problem.
I had one similar card before few years, ASUS 580 DCII, but mine pictures was 5 time worse than this...
I couldn't recognize people 10m from me because blur... I tried everything, nothing helped and than I backed card. 
But I can't give you same advice because my problems is much worse than yours. Example helicopter in Crysis 1 I saw
like someone want to hide face on internet and you see big pixels only... Probably fault video memory or chip or who know what...
Even fonts in game menu was pixelated and blured. Only on desktop everything was normal.
I would try again with fresh OS than easy all updates, net frameworks, microsoft visual C++,... directX web update and than last NVIDIA driver.
And Maybe really some issue with resolution and settings in NVIDIA Control Panel.

My desktop is also pixelated. You can see small cubes around the windows start button

Can you post more pictures please I really want to see that and maybe persist some kind of solution.
Exactly and mine ex card present similar cube under fonts... 
Some people even told me that's normal... ... That's NVIDIA.
Off course I knew it's not normal and I looked pictures of other people who had series GTX5xx and now I have GTX580 and picture is completely normal and clear without any kind of cubes, big pixels, not working AA, and off course I didn't tweak driver or Control Panel before with first GTX580 and with second GTX580. I do everything same and one was fine one not. Except one detail... I really try hard to install driver on that problematic first ENGTX580 DCII from some reason she didn't want to accept driver more than half hour different kinds. Than I installed some old and after that I update later. I'm not sure how that influence on problem, probably nothing... That was before more than two years...

The game that is awefully and most jagged is Crysis 3. (Getting a few errors on the pictures, so just refresh this page and some of them will be back.
 
Here is a few pictures, really hard to see cause of the upload formator, but i have marked the spots where there is alot of jagged and pixelated 3d text and models. (My friend owns a gtx 780 and there is no spots of any pixels or jagged lines.

It's hard to tell... I upload for you pictures but that's different games... This normal pictures as should look...
You can compare if you install same games... Sniper Elite is not full multisampling, I set x2.5 because performance...
Same is EVGA GTX780, I upload in 1920x1080 because it's easier to see... this is how picture should look... I'm sorry only that is now Installed.

I remember on my card before two years pictures was exactly as you have slow net and when you need time to completely open clear picture of net. When you see something but very bad or as you make photo in 800x600 and increase on 1920x1080.
Sometimes people think card is guilty for some erratic in games or I don't know... my friend and I love Alan Wake and he with HD6870 start to see LOD issue, example as grass grow in front of you and he convinces me with our card is something wrong... I know he is not right and I search hours over net for video of other people to present to him he is not right... But all people play fast I can't find good example... Days he say to me that is not normal... That is not normal... At the end I found game from PS3. Absolutely same is present, game is made like that and in Nightmare is completely fixed that. He say than you are right... Hours and days I like crazy man run and look grass instead to play game, look I don't know how many clips, start to curse other player because they are concentrate on gameplay and don't care for grass... Graphic card can't choose I will make mess with grass and stones but house and player I will show normal... At the end and he saved some short video and in his video problem is much less visible than during playing and all people have same except if they tweak cfg files and most gamers do that over net before upload walkthrough or I don't know...
But with some cards are something not right but they make mess with all details and that's clearly visible because games on them look like details and everything is 5 level under low and as I say as you increase size of picture and save and lose details.

Bad you have only 4 post, I'm not sure can you upload links and video.
I believe you see some video/graphic issue. What you think about my screenshots, if you have that games, you can check and compare...
If something is different and if you set details on max and it's not like mine... than something cause that.

Do you have some other games to compare? Since i dont have Sniper Elite ;/ I have compared Crysis 3 to other GTX 780's and it's different... Those jagged lines is deffently not supposed to be there.

I don't have at this moment Crysis 3 and Metro... I will install Far Cry 3 tomorrow now is almost 2h in the morning in my country.
I was thought to keep Crysis 3, Metro Last Light and BIOSHOCK Infinity for some little stronger graphic maybe for Ti. 
I finished Rage, Alan Wake, Borderland...
I can try to install and Borderland 2 tomorrow.
Is it enough for GTX780 on highest details without tweak settings on lower???
I clearly see in Crysis 3 as no AA at all, and not only that, it's different than when usually no Anti-aliasing.

But if there any solutions, i could try to fix this problem. I will send the card back to EVGA after i have installed a fresh new version of windows 7. (If there is no solutions)

I notice in Borderlands 2 same little edges are not right... but in my case that's missing of AA.
FXAA without hit on performance can't give such effect as multisampling but help... I didn't look for mods.
Even now card with all setting work on 40-50% usage VSync on constant 60fps, even voltage is under 1.000V because probably no need to work harder. Maybe I miss some video setting and probably over net have solution because I see people ask how to improve AA...
 
Compare and tell is that as yours, off course when you walk of distance no multi sampling option is visible.
But we have space performance space and for that. PhysX is on high too...
 
I like because and NVIDIA write lot about their cards and some specific games and how people can improve Audio or Video settings and some give us link for some mod if that is confirmed working... Because and I don't like to install everything... 
 
I suggest you if you see big difference to secure erase HDD and Install OS again.
After that first you install all updates and Net Frameworks and dxwebupdate and last NVIDIA driver.
I suggest if you keep something overclocked before Install new system to back on default or CMOS button until you finish EVERYTHING.
Than when all software, drivers are installed, everything checked you can OC and test stability... Even if overclocked system is 100% absolutely stable
And than before some game if you see DX option you can install again just in case. I check always and that option if ask me. 
I know for games where default is picture similar as your Crysis 3 video on different cards ATI or NVIDIA and other people's pc.
Modern Warfare 3 if I remember.
 
Here is NVIDIA Tweak Guide for Borderlands 2... I didn't read still but probably have some information and answers about video settings and maybe links for other sites and mods...same as comments, recommendations and experience of other gamers...

Do you want mine first change for Borderlands 2, now edges are normal... 
Tell me If you want I will write you some tweak, now graphic card usage jump on 60% but still is not full overclocked speed because have more space, memory usage is about 1GB now, I didn't look before. Clock jump from 993MHz before mod to 1137MHz but have space to 1254MHz because card is OC. I loveeee to shot in walls on NVIDIA graphic cards... :).
When you install OS and Borderlands 2 than I will give you to change few things and you can post picture in 1920x1080 with EVGA Precision png file and than we can compare, maybe is your graphic chip OK and Video Memory too.
 
Update: I Installed and Far Cry 3. I will post screenshot if you want. On mine is picture normal that's obvious even in the dark village on the beginning.
I search 2h save game fix, what is HBAO, HDAO, SSAO....
I think for now is best turning off VSync in that game...
You can post what happen with you. I know it's worse when you don't know what cause problem. Maybe you need only to fix AA.
I got much better pictures in Borderland 2 changing few things as texture resolution, fix lod texture during open boxes as in Rage and Super sample AA with NVIDIA Inspector. All people do that who want something better is graphic card performance allow.
If you have problem with chip, something inside maybe is better decision step-up.

Well... I didn't read the other replies, but it looks like you either have your sharpness turned up WAY too high on your monitor (will cause a sort of white glowing annoying shimmering effect around the edges of things, particularly text) or you need to turn on AA in your games to get rid of the jaggies (it's going to happen).
 
The video you posted seems to be 360p max... so I definitely can't tell anything from that. If it is an issue like your sharpness being way too high, no one will see the issue (and your video will not reflect it either) but if it's something that can be helped with AA, then you'll definitely be able to tell.
 
What monitors did you experience this with? It can also be a monitor with a low-grade panel inside. Sometimes (without dithering), lower quality panels can produce the type of blockiness you're seeing around icons and such simply because it can't properly display all of the colors and you'll experience banding. Though it would probably be far worse if this were the case, check to make sure that your colors are set to 32bit by right clicking desktop, choosing screen resolution, then clicking on advanced followed by the monitor tab. The colors will be located at the bottom in a dropdown box.
 
Sorry if this seems very generic, but I tried to touch on as many of the "simple" things that one may overlook when trying to diagnose an issue like this.

i have tried to turn down the sharpness and tried several monitors whit several cabels, but still, the same problem. The youtube video should be in 1080p. The jagged edges is visibale in the video.
 
I could upload more if needed.
 
The monitors i am using:
 
Asus 24" LED VG248QE (as main)
and
BenQ 24" LED GL2450HM (side monitor)

I will send the card back to EVGA if there is no other solutions requested. I would really like to know what's the problem that makes the card like that.
Is anyone expecting the same issue?

I would like to know too. 
Because I had similar problem but much more visible and resolution was never mine problem before and after that.
Maybe BIOS of card is bad, maybe bad Video Memory, maybe chip is defective but very weird symptoms.
What you have now in PC and everything is OK with picture???
You should try only in some other rig but never mind, now is late.
Yes I saw about 4-5 same or 90% similar problems and people who complains but I don't know how that finish. 
I backed mine card put Radeon install OS and driver and DX againg and picture was normal. Not because Radeon,
simple because different 100% OK card.

Still now solution for this jagged nasty problem???
Thanks good and my 3rd NVIDIA card for last 10 moths have excellent picture, incredible...
But I still read topics about similar problems because I decide to figure out what was with my card before 3 years...
Here she is still registered, that was nasty culprit, chip somehow unable to process scenes nicely...
 

I think whole life when new cards need to arrive me I will remember ENGTX580

Still having the same issue, but arround 21'th of May i will be able to upgrade my rig whit a new PSU and the second GPU to run in SLI. I will then update this issue. Tested out the elder scrolls beta and the graphics issue was really bad. Hopefully It's just the PSU, cause i also notice many other wierd issues. Also, do you think it might be something whit Windows 7? I am thinking to upgrade my OS to Windows 8.1 Yeah It's pretty neat that a card like ENGTX580 that still renders high quality images! :)

Did you edit any nvidia entries under system configuration (msconfig)? If so, re-enable them then reboot.

All the Nvidia entries under system configuration is running. After stopping and reboot, it's still the same results.
