EVGA GeForce GTX 1060 noisy fan(?)

Hi all
 
Apologies if this has been dealt with elsewhere - I had a quick search through the forums but couldn't find this mentioned.
 
I recently (about 6 weeks ago) bought an EVGA GeForce GTX 1060 6GB GDDR5 for my new computer. It was fine at first, but in the last few days the fan has become noisier (it's a whirring sound), regardless of whether under load or not. It isn't alarmingly loud, but it is louder than it has been before, and louder than I would have expected it to be for a brand new card.
 
GPU-Z says that the fan is working at 47% capacity when the GPU is under 0% load (screenshot attached). Is that normal? I tried adjusting the fan speed using the EVGA PrecisionX tool, but I cannot get it to go slower than 47% (~1193rpm).
 
I have downloaded the latest drivers and done a BIOS update. I'm using Windows 7 64-bit. Happy to provide any more information you might need.

    Are you sure? 1150RPM shouldn't be loud really. To me it starts getting audible at 1400RPM and loud at 1600-1700RPM.
     
    Also, depends on what BIOS version you have. The initial launch BIOS locked the cards to a minimum of roughly 45% fan speed.
     
    Do you have the SC or non-SC version? Use the link the above user posted to update the BIOS.
     
    Are you 100% certain the sound comes from the GPU and not something else? Cause seriously 1150RPM is not an issue. That is, unless the loud sound is while gaming, it's possible. Cause then the fan RPM might get much higher, and also your card may have gotten dusty or something. Might even be coil whine.

    The airflow in the case is good, as far as I am aware. Nothing seems to be getting to hot, at least. Are there any additional tests I can do to check this?
