posting this again. I still have no resolve. removed MSI AB and PX same issue.
 
Nvidia control panel set to adaptive power more. Idles at 999mhz/1.031v
 
this cant be right. Does any one know of a BIOS update or fix?

    Nothing running in background? If you load defaults in Precision does the issue go away? Also how many monitors are you using, what refresh rate?

    yah same result, done the whole monitor test too.
     
    I'm am running 144hz Gsync monitor but it does the same thing if I only have a 60hz 1080p monitor plugged in.

    I stand corrected.  I just unplugged the 144hz and only had a 1080p 60hz monitor plugged in via HDMI and the card Idled at 324mhz/.0843v
     
    So is that normal to have a higher idle speed/voltage with higher Refresh rate monitors?

    Yes it is normal in some cases a higher pixel clock is needed for higher refresh rate, especially at high resolutions.

    Man the 980 is really impressive. getting 1541mhz with a 225mhz offset and stock voltage. very impressive!

    Running multiple monitors = increased clock speeds.
    Running single 1440p @ 144Hz = increased clock speeds.
    Running single 1440 @ 120Hz = 324MHz idle.
