Hi guys,
 
Today I noticed that my memory clock always stay at max speed regardless of GPU load (in this case 3505 MHz). The card is currently not OC'd. Idle memory clock increases as I overclock it. Is this normal? 
 
Temp and other values at idle and after playing CSGO.

In addition, my screens (2 monitors), sometimes, turn black for 1s then load back to normal. It had happened to my first 970 then I RMA'd it and now it happened again with this second card. My PSU is Seasonic Plat. 760W and relatively new. All drivers and software are up to date. I have yet to re-install Win 7 though.

What are your complete system specs? How do you have your monitors connected and what type of connection?

64GB SSD (for OS) and 1TB HDD (games &movies)
Intel Gigabit CT PCI-E Network Adapter EXPI9301CTBLK
ASUS XONAR DG Audio Card (installed couple days ago actually)
Main monitor is 23' Asus 120hz connected with DVI and second monitor is 19' Dell LCD connected with display port.
 
Basically, temps and everything else look normal except for the memory clock in which always runs at max speed (3505 MHz or wherever I oc'd the memory clock speed to).

Did you use EVGA Precision X to measure this?

Have you tried removing drivers, reinstalling them, and the same for afterburner or precision? I had the same problem after I upgraded from a 750ti. profiles were stuck.....and thought I still had it installed even after I installed the 960.

I just updated to the latest driver 350.12 moments ago and the problem still persists.
I've been using PrecisionX (5.3.3) and Open Hardware Monitor.
 
I have yet to re-install PrecisionX though.

could you have a 3d application still open that causes the clocks to stay at max?

So I just did a clean re-installation of the driver the memory clock goes back to normal at idle and now it seems that any program I open causes the memory clock to shoot straight to 3505 Mhz again.
So far Google Chrome, Battle Net client, Spotify and CSGO (menu screen) have caused the memory clock to run at max speed 3505 MHz. Open a blank webpage with Firefox doesn't crank up the memory clock but playing a youtube video will. 
 
I have a feeling it's the card itself is having problem and not the software.
 
Oh, and KBoost is NOT enabled. Well, I can't anyway because it wouldn't turn it on when I click on it.

Back on topic, I apologize...Chrome, Firefox both keep cards at max clock when the browser is open. I set hardware acceleration to the off position and it still acts up. I finally switched back to IE11.

Here are the top causes of why a GPU would run at full clocks at idle...
 
#1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
#2 Your machine has a virus. Fix: Scan computer using malwarebytes.
#3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
#4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
#5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
#6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
#7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)

I called EVGA customer service and they said this is normal especially when a program uses Hardware Acceleration.
Now I'm just curious about the Kboost being permanently disabled and the random black screen when under load.

So far, it had happened when I was playing Diablo 3 and stress testing with Unigine Heaven. I've heard that this seems to be a driver issue from googling around?


 
I've also tried #4, 5 & 7 but they didn't fix the problem.

This is true, however, idling at the desktop with nothing open should result in your card running at idle clocks.

Many things can cause a blank screen. Have you tried the last few drivers to see if you encounter the same issue with them? Have you tried playing Diablo 3/testing Unigine Heaven without precision installed? Have you tried playing Diablo 3/testing Unigine Heaven with the fan speed set to 100%?
