So.. whenever I play dota.. or sometimes in idle at windows home screen.. my GPU seems to ramp up its RPM and wont go down and is very loud
I idle at 32c but ingame I get like 40 - 48c and it goes crazy and seems to spin at 2000 - 2500 rpm

Did you install the latest available bios? I think they fixed that previously with a bios update. It should be in a sticky on the top of this forum.

Yes I did.. but sometimes even just sitting on the desktop it makes my fans spin really fast when its only like 31c.
I've tried using the precision software for the fan curve same problem, and changing the adaptive power management to performance and it still spins loudly.

The power management mode will not change the fanspeed or fan curve. Can you post a screenshot of Precision?

Hmmm.. 33c idle temp.. and the thing still sounds like its at 100% when its set to 35% fan this is incredibly annoying.. I've tried to firmware fix.. using DDU.. clean driver installs.. reseating.. checking the PCI-E connectors and its still acting like its on full load

1790rpm is loud? Try 4200+ RPM.

Is this the reason my fans go crazy? I've taken pictures of the heat sink.. the 2 screws/standoffs by the back bracket seems to be off is that normal?

I am having the same issue with a GTX 980. The MSI 980 and 970 have provided a bios fix for it, but I've had no luck with evga... It looks like the feedback for the fan is failing, because whenever my fan is spinning out of control, it displays the fan speed claiming to be 0rpm... When it comes to its senses, it recognizes the ~4500rpm fan speed and immediately throttles it down to about 300rpm (where it should be).
I have tried multiple drivers, reinstalling everything, nothing seems to work.
