EVGA GTX 960 4gb FTW CSGO stuttering

I recently bought this and I wanted to upgrade my GTX 560. On my gtx 560 fps sticks above 100 fps on csgo with low settings. When I got my gtx 960 and started playing on it im getting lower than 100 fps and im not sure why. I downloaded evga precisionX16 and try boosting my fps. Then im getting over 100 fps by overclocking but my game stutter so much it feels like its under 30 fps.

System Specs:

- 1tb HDD
- 8gb ram
- EVGA GTX 960 4gb FTW
- Intel i5 2000k 3.30Ghz
- Corsair TM650M-Watt

    run DDU (http://www.wagnardmobile.com/DDU/ddudownload.htm) while in safemode to clean out your system from current drivers and any left over driver remnants.
     
    -Open up Nvidia Control Panel and under Manage 3D settings in the Global Tab change Power Management from Adaptive to Maximum Performance and scroll all the way down and turn Vertical Sync off (if you experience excessive screen tearing you can re-enable it).
    -You can Download/install our software Precision X http://www.evga.com/precision/ and max out the voltages, you can also enable K-boost to lock the the core clock speed.
    -Make sure there are no other unnecessary applications running that could be taking up system resources under Start > Search Box > MSConfig > Startup Services
    -Check your power supply's +12v rail in your BIOS under PC Health Status, System Monitor, or HW Monitor. Your 12 volt rail needs to be stable without any fluctuations.

    Are you sure max_fps (maybe fps_max)in CSGO console is set high enough? I know the vSync in that game will make me stutter.

    can u check ur GPU usage with precision X or Msi ab? i have the same problem with the 960SSC getting poor perfomance in some games. other games run maxed settings with 100+fps but games like rust or 7 days to die (can run in a calculator LOL) use only 40% of my GPU and i have low fps (40-20 average 30) and my friends with a GTX 570 same settings get better than me (50 average) 
     
    rust legacy and 7 days to die do not need a powerfull PC rust experimental need more but i acn run i should run it with 60 average like my friends.
     
    i can play BF4 and hardline with 70-80+fps with maxed settings 1080p without problem, drops or sttuter.

    None of it work :(. Pretty much csgo is the only problem I have. So all my games are running smoothly.

    Go into GeForce Experience (w/ NVIDIA control panel) and use the optimized game settings.

    There are times when other programs can conflict with or cause performance issues.  You can pull up a run command (Windows Key+R) and type MSCONFIG.  In the next window that comes up, select Diagnostic startup, save exit and restart.  Test after the restart and check your performance again.

    I tried playing Borderlands 2 and im getting under 30 fps. I'm feeling it could be my cpu that needs an upgrade.

    Can you download GPUZ and tell me what the "perf cap" reason is when you stress test or use 90%-100% GPU Load.  But you mentioned that when you overclocked using precision that your game started stuttering.  That could be because the card is getting ~80C and throttling itself.  So, if you gave me the perfcap reasons that could point us in a direction.  
     
    Also, what is your GPU temp at idle and under stress?

    You could set that back to the default and move over to the services tab and check the tab for hide all microsoft services.  What remains can be unchecked.

    #1 Completely uninstall precision from your computer.
    #2 Open nvidia control panel and set "power management mode" to prefer maximum performance.
    #3 Reboot PC.
    #4 Test your games.

    I have the exact same issue with that exact same graphic card. Did you find out what was going on ?
     
    When I added the graphic card to the computer I did a clean Windows 10 install.
    So it's really clean on driver side (I only have the nvidia driver and didn't install nvidia experience.)
     
    Could this be hardware related ?
    I do think it's specific to that game with that graphic card.

    many games with the same problem. not only CS. i think all Source games has the same problem. is the 900 series. not hardware.
