The 5 leds on the classified are for monitoring while running extreme overclocking,  and are on controllable.   The  led controller won't do anything for them,  and there are no other leds on the board.   It doesn't hurt anything,  there is just nothing for it to do.

I have an ECGA 780 Ti Classified.  It doesnt have the GEFORCE GTX on the side, but there are 5 LEDs update the laser/cut name plate.  Does anyone know if there are ways to control that short line of LED's?

No, there is not.  Those are specifically monitoring LEDs, not for show.  If they are turned off, something in the card has failed. From the core side, the (Middle of the card) the far left light is the Core, the Memory, then VRM, 3.3v and then 12v power.  As stated, if the shut off, then one of these items have failed.
