EVGA GTX 1080 SC Fan RPM Issues

Just received my EVGA 1080 SC from Newegg and upon initial tests, it seems like the fans are messed up? They constantly fluctuate speeds and it is incredibly irritating. It seems like they do it quite a bit more during anything that causes load.
 
I re-seated the fan header on the card as well and changed out my PCI-E cable to no avail. Can this be fixed? Thanks.

    Reminds me of the bug with the fan I had before a driver update fixed it

    I am running the newest driver from nvidia's site. I'll try a previous version.

    I tried multiple drivers and no dice. The fans just continue to fluctuate all over the place. There's also a bit of coil whine, which is disappointing, but I think it mostly goes away over time.
     
    I was planning to install a full EK block on the card anyways. EVGA, if the time comes where I need to go back to this stock fan cooler and the fans are still changing RPM constantly, can I RMA it then? The card itself works fine.. it's just the cooler.

    This is still an issue and it's being ignored.  Latest drivers / etc. and the fans spike ~1k RPM instantaneously under any sort of load.  Custom fan profiles don't fix it either, the spikes still occur.
     
    Coil whine aside, which is still horrible on these cards and seems to get worse every generation from EVGA, the driver fix only dealt with the FE cards.  The ACX cooler is doing it too, which is unfortunate because otherwise it's quite silent.   It's just going unnoticed by most people since it's a much more subtle sound difference.

    I appreciate the response, in both this thread and the other one I started about the fan issue, but this statement simply isn't true.  Unless the QA parameters only account for 60Hz monitors running with a frame limiter/VSync, or are staffed with people who simply can't hear it (more people than you'd think), they whine just as much as the 9-series did.
     
    The only cards that consistently have no/reduced whine are the reference/FE style models, primarily due to the shroud doing a better job of blocking the sound at the source.

    Following up real quick, in case the OP still has their original card, but this does require an RMA/replacement to fix.
     
    I had six cards with this same fan issue, all from Amazon, but the replacements sent directly from EVGA do not (still have coil whine).
