EVGA 970 stuck at 135Mhz

I have an EVGA 970 ACX 2.0 and since a long time ago I've been having problems with it's performance, it should be running at 1165Mhz, but it get stuck at 135 Mhz.
Using the CPU-Z I've tried reseting the BIOS and the Graphic Card starts running at 1165 Mhz but quickly goes down to 135Mhz and after that it doesn't go up again.
I've tried the Nvidia Control Pannel to maximum performance and nothing happens, I tried overclocking it but it just ignores the programs and it stays at 135Mhz no matter what I do.
I though it could be a power problem but I tried pluggin my friends MSI 970 and it worked perfectly, so now I'm completly lost about what it could be, I read that thread about the double Bios but it seems that mine doesn't have the switch for the double bios.
So I was wondering if what I could do since I can't buy a new graphic card and certainly I can't sell this one either.

    Welcome to the Forum DiorTH
     
    Sometimes this happens to me as well if I Overclock it to high.
    I reduce the Overclock a little and then save my profile in PX16 then re-start my PC and run or play the Game that locked it down to 135.
    Are your Drivers up to date on your Motherboard and is the Bios Current?
    If you are overclocking your CPU and Memory set them back to the default settings or optimized settings and re-test.

    I got it stuck at 135Mhz at anytime, it doesn't go up with anything.
    Do you mean reduce it lower than 1165Mhz?

    Greetings,
    I would retry the following;
    -Uninstall all Nvidia Drivers
    -Reinstall current Nvidia Drivers
    -Settings; Prefer Maximum Performance
    -Download EVGA Precision XOC for monitoring/overlocking (mainly for monitoring); enable OSD (On Screen Display)
    -Go into Windows Power Management and select High Performance; go into sub-settings and make sure everything is on maximum performance/100% etc.
    -Open a 3D Application/game of your choice and in your top left hand corner, you'll see the EVGA Precision XOC OSD in the top left corner (default) which will show you GPU Temperature, GPU Core Clock, GPU Memory Usage, etc. (by default)
    -If your card is still stuck at 135MHz, theres something else going on...Good Luck!
     
    I would also reference the post below for further/advanced help if the above doesn't help.

    As Sajin said, test the card in your friend's PC to see if it has problems there.

    Since you verified that his card worked in your PC, I'm already leaning towards the card being busted and in need of a RMA. However, conformation is always good.

    Maybe setting the Bios back to the Default OEM Bios would be a good place to start.

     Yes, that's my card
     
    Here is a screenshot, with GPU-z I can reboot my BIOS, and when I do this the fan goes up to 1165mhz but it quickly goes down and gets stuck again at 135mhz

    When was the last time you updated your Motherboard Chipset Software and the Intel inf update?
    Also run this at a DOS Prompt sfc /scannow make sure you run this a an administrator.

    Sounds like you may be out of luck then.

    How you tried flashing a different, possibly unlocked, VBIOS to your 970? I'm not an expert of GPU-Z codes, but it looks like you are hitting power limits when there is no way it really could be. A different *compatible* VBIOS might fix that.

    Card is faulty. Time to start using integrated graphics since you cannot buy a new card/rma the card.
