EVGA 660ti Pixelated background and Icons at startup

Windows 8.1
AMD FX4100 3.6 GHz
Asus MB
 
The problem I am having is that when I startup my system my background is just a solid color and is pixelated with a grid pattern. Also My icons came up pixelated as well. Have tried reseating the cable, new power line from PSU, Reseated my display port cable. Also reseated the card and updated to the newest driver from Nvidia.
Any idea what to do hear?

    Sounds like the card has an issue. I would recommend you test the card in another PC to see if you can replicate the issue.

    It seems to be ok today. Did windows update and it was bad before the update, after the update and restart, it the artifacting was gone.
