Got a new PSU and forgot if it's necessary to use both CPU 8pin connectors on the motherboard.  I've been able to successfully run 4.51GHz @ 1.357v (load) 1.343v (idle) with only using 1 CPU 8pin, and one 6+2pin + 6pin split VGA connector.

Use can use the 4+4 CPU Cable but not the 6+2 VGA Cable.
What PSU did you get?
Power is nothing to play with.

Got a new PSU and forgot if it's necessary to use both CPU 8pin connectors on the motherboard.  I've been able to successfully run 4.51GHz @ 1.357v (load) 1.343v (idle) with only using 1 CPU 8pin, and one 6+2pin + 6pin split VGA connector.

If load is higher than set in the BIOS then you have vdroop disabled right?. But yes, that looks about right. BIOS voltages settings are an approximation as the voltage controller has a tolerance. The voltages are designed to change under load.

Under normal and moderate CPU overclocking conditions, only one 8-pin ATX 12V (CPU) power connector is needed..Connect both 8-pin ATX 12V connectors for enhanced stability when extreme overclocking..Since your power supply comes with two 4+4 EPS (CPU) connectors, I would personally be inclined to use them both unless appearance/cable clutter is an issue for you..But if one works fine, you're good, it don't matter.

VCORE will fluctuate normally between load and idle conditions depending on VDroop..EVGA VDroop Control is located in the BIOS -> Voltage Control section of your BIOS..Running With VDroop (Intel spec) will produce larger Vcore voltage fluctuations and less Vcore voltage overshoot and can inhibit CPU overclocking ability/stability unless a higher VCore is applied to compensate..Running Without VDroop will produce less Vcore voltage fluctuations and can enhance CPU overclocking stability at the risk of brief (milliseconds) Vcore voltage overshoots when transitioning between CPU load and no-load conditions..Serious overclockers run Without VDroop or with varying degrees of VDroop on mobos that have the option to do so..Vcore will also fluctuate due the the inherent VDroop of a particular mobo, nothing can be done about that.

Since installing the EVGA PSU my stability has gotten really bad.  I've been testing with IBT, RealBench, and some P95.  I love the new EVGA Supernova T2 1000w PSU but I'm beginning to have doubts about it.  My old PSU was an Enermax Revolution 950w from 09' - still ran strong but I got excited about the T2 after reading the review on JohnnyGuru.  Am I wrong for having doubts about the new PSU now?  Could I have a bad configuration of cables?  1 8pin cpu installed VS 2.  1 6-2pin to 6pin VGA cable to my GTX 670.  I'm running a W3690 @ 4.51GHz core, 4GHz QPI Freq, and 3.6GHz Uncore with a mildly overclocked GTX 670 - only thing I did was overclock the VRAM to 3600MHz
 
EDIT: I passed IBT after chagning some RAM timings, then I ran Real Bench and it failed with this error PAGE_FAULT_IN_NONPAGED_AREA

IBT isn't really a mem test. IBT is more or less a test for Uncore, and CPU stability.  What do you mean by stability? 4.5ghz  at the voltage you cited is really good. Personally, I find the edge of stability and back off a bit. I value 100% stability versus another FPS or two.

Since swapping out my Enermax for the EVGA Supernova I have had stability problems from the start.  All I did was change PSUs.  Bios and overclocking settings stayed the same and the first test I ran it crashed almost immediately.  No issues with the other PSU.  I've been running  tests and changing settings the past 2 days and I still haven't dialed it in.  Can changing PSUs disrupt OC stability that much?  The Supernova is by far a better PSU but I am baffled on how my stability changed.

Did you also change all the Cables that came with the EVGA PSU and REMOVE ALL the Enermax PSU Cables?

Yup, only using EVGA cables, and all are seated firmly.  I think I found the culprit.  My RAM kit is rated at 2000MHz cl8.8.8.21 tRFC 60 2T.  I had it stable before at 1800MHz but at 1T.  With the new PSU it needs to be at 2T even at 1800MHz
 
The PSU is amazing.  I've been able to lower my CPU Vcore to 1.350v in bios for 4.51GHz (W3690 6 core, 32nm)  It will suck about 1.358v under IBT, and idle @ 1.345v, gaming 1.347v, VS a bios setting @ 1.356v with my old PSU
 
So glad I stuck it out and worked with the PSU :)

Yup.  I've always had to.  Thankfully the board has voltage terminals.  I'll never buy a board without them again.  They are very important and useful for overclocking.  The kit is a 1.65v Elpida Hyper MGH-E ic kit.  It needs a little more like 1.666v for stability, just wish it was rated at 1T command rate
