Depending on how much other stuff that you have going on then yeah, I would try to turn off your anti virus and see if that help..

Reboot the machine then do #2 listed here. If that doesn't help try doing a manual install in safe mode.

Just figured out the issue i think. I tried downloading geforce experience and the installation again got stuck on Windows NET.Framework. I also tried just doing a download of NET.Framework and that also froze.

Always after installation of new OS I first Install chipset, network drivers and than windows updates after they finish I install rest of drivers, display drivers, dx, etc...NET Framework have several versions and security updates and should be installed before display driver or solution is to manual update driver from device manager.

Don't forget the Intel Management Engine after the chipset.

Off course. And Intel RST is better to install during Windows installation.

I always use IRST. The performance boost is very noticeable to me.

I install but didn't compare performance with Microsoft and Intel drivers long time... Soon I will need to pay bigger money for drives, M.2 and one bigger SSD for future. M.2 not smaller than 512GB and SSD not smaller than 1TB. That cost a lot.

Many useful features and settings in IRST. I regularly 'Verify' the integrity of my RAID array. I only had to compare performance once and I was sold on it.
