Are you trying to cite it as from an electronic source or as if you had a printed copy?
 
As a printed copy, it's fairly straightforward:
 
Scott, M. S. (2000). Problem-Oriented Policing: Reflections on the First 20 Years. Washington, D.C.: U.S. Department of Justice, Office of Community Oriented Policing Services.
 
As retrieved report from that website you just modify it a touch:
 
Scott, M. S. (2000). Problem-Oriented Policing: Reflections on the First 20 Years. Retrieved from Center for Problem Oriented Policing website: http://www.popcenter.org/...fs/reflectionsfull.pdf
 
Remember the 0.5" hanging indent.
 
This is from the APA Pub Manual, 6th ed., Section 7.03 Technical and Research Reports, specifically number 33. Authored report, from nongovernmental organization (because it was funded by DoJ doesn't make it a governmental organization report especially since it says that the opinions express may not reflect that of the DoJ.

As a printed copy. I use the Purdue Owl as my reference, but I couldn't determine under which category (journal, book, dissertation, etc.) that article would fall.

Yeah, then go with the top one definitely... Purdue Owl is good but the APA manual is obviously far more specific... in this case it specifically states for these reports to follow the formatting for a book source.

(Scott, 2000, p. x) or (Scott, 2000, pp. x-y) because the report is paginated.

Most of the time, I just use MS Word 2010's built in APA, 5th ed. sources management/functionality. No prof ever really checks them that close for inconsistencies between 5th and 6th ed. or questions whether your source was paper copy or retrieved online, etc.

Wow, I didn't even know Word had that feature. Is there a way for it to show the actual citation in the print layout view instead of the {} markup?
