I'm trying to narrow down if this is a motherboard issue or a CPU issue. 
 
I get codes 19 -Pre-memory South Bridge initialization is started / and 4C - OEM post memory initialization codes
 
I have only motherboard power (24pin + 8-pin), 1 stick of RAM is slot 2, and CPU fan plugged in with the onboard displayport plugged in.  I have tested the PSU is working.  I have tried it with a GPU installed but it spins up and then powers down, not sure if that's relevant.
 
Any ideas?
