No idea what I am missing. Looked through pretty much every setting I can think of and nothing can get it to work. Only has 30hz for a choice in 4k.  Using the asus pb287q . Any ideas would be appreciated.

Are you using the Display Port connection?  It only supports 60Hz through the dp connection.

From the ASUS Specs on that monitor:
 

* PB287Q can support true 4K UHD content at 60Hz refresh rate via DisplayPort 1.2.



The HDMI connections on that monitor appear to be 1.4, and 60hz 4k is only available via HDMI 2.0.

Have you tested each "Display Port" Port?

In the user manual for your monitor, it says you can go to system setup>DisplayPort Stream>
 
Compatibility with graphic card. Select DP 1.1 or
DP 1.2 by graphic card DP version. (3840x2160-60Hz is available at DP
1.2 only. The best resolution is 3840x2160-30Hz at DP 1.1). Follow the
instructions below to change 4K2K, 30Hz to 4K2K, 60Hz on your PC: In
Windows, right click the desktop and enter the Screen Resolution. Go to
Advanced Settings, and set the refresh rate to 60Hz from 30Hz.

That was it Dak. Thanks so much . One odd thing once I tried to swap to 60hz I was not able to do it in the nvidia panel , had to go to the windows one and do a restart then it took.

Awesome, my buddy has a 4k monitor and I know they can be tricky to get setup sometimes.
