I have been trying to get an rma with the pads already installed for my 1070SC and support wouldn't say if I would get it or not.
Yet on the nvidia reddit page, EVGA_Lee said these two excerpts below:

Short answer is that yes, we can
100% guarantee that your cards will be new, have the BS/100% fan fix,
Thermal Mod completed, VBIOS flashed, and memory pads properly in place. It may surprise you, but this is already something we are implementing for all cards on our Thermal Mod list, with the exception of the BS/100% fan fix, which only applies to 1080 FTW cards.
Generally, our policy is to replace retail cards within 30 days of purchase with a new card, not a recertified card. Based on the OP, your cards were purchased October 12, which is within 30 days at this point. Logic dictates, but I'll be happy to confirm, that we'll ship you a new card for each of the cards you've mentioned as part of our warranty policy:

Although only a small percentage of GTX 1080 FTWs had this issue, we've ensured that all cards shipping now no longer use the faulty VRMs, and we have not seen further issues. There may have been one or two cases in Europe where a card with the faulty VRMs still made it into a customer's hands, but those have been replaced, and BS/100% fan issues no longer occur, from what we've seen with replacements. Why do some EVGA representatives say thermal pads not included and some say they 100% are?
I need to rma but am not confident doing so without a guarantee I receive a cross shipped card with thermal pads installed like EVGA_Lee promises are available after 11/01 which is now!
So who do I believe, what is the actual truth?
I am stuck until I know for sure.
