CS:GO downclocking my gpu core

So does any1 else here got the similar issue, when you'r playing cs:go your gtx 1070 downclocks its core to about 1025mhz..., I dint had this issue before I reinstalled my win10, and yes I'm using all exact settings liek before, when my core never got bellow 2,1+ghz I was always above 2114+ because of my oc. Now with everything set exactly like before, when ever I play cs my gpu core drops down to 1025-1300mhz... and mind you thats only in cs:go, in other games like bf1 etc when gpu usage is more than 40+% my core clocks stays high as it should be under the 3d application. So does any1 can help em to solve this issue, I red  a lot of reddit posts, but they were full of mentally handicapped comments with usual nonsense answers, such as oc your cpu, go to nvidia panel etc... all teh crap u can imagine, one moron went even as far as asking if he should swap his i7 4790k just to get more fps in cs:go :D, after that I red no more of that insanity and came down here, hoping that maybe some1 else got the same issue as me.

    Have you set the game profile in the NVCP to 'Prefer Max Performance'?

    My suggestions to fix the problem...
     
    #1 Inside the nvidia control panel under manage 3d settings, program settings, change power management mode to prefer maximum performance for cs:go.
    #2 Use precision x k-boost feature to force clocks to max.

    Yes I have set that for each of my games, check the screenshot up top, I just uploaded. But strange thing is I never had issues before with this, I always had my core sky rocketing when I'm under 3D settings... only after I reinstalled my win10 this shiznick started and only in one game.

    guys i found a issue, when ever I turn on evga precision x on screen display, in cs:go my core downclocks... when I turn it off it goes bac kto max, can some1 explain this bug and how to fix it?

    If you're sure it's EVGA Precision then it could be a specific setting in the sliders making that happen, like power target, temp target or gpu/mem clocks offset. 
     
    Try to reset all settings to default and apply to see if helps.

    Hold on a second.... What kind of frames-per-second are you getting when the card downclocks? Do you have the power setting set at adaptive? (just saw your pic)
     
    Another thought, you know that CS:GO takes very little power to run, right? I'm not surprised so many people have no idea that GPUs down clock when when certain applications take hardly any power to run. I'm not saying you don't, I'm only saying that too many people overlook this one little issue, when it's not an issue. I do apologize if it sounds like i'm trolling, but I just don't think a lot of people get it how technology really works.
     
    There is a reason that your GPU has a higher clock when running BF1, it's a newer game and it has more advanced, complex, frames to render.
