I only saw ACX coolers for the Titan Black which I know is almost the same on the storefront. Say I got a good deal on a reference 780 ti from craigslist could I just take the Titan Black marked ACX and apply it just the same?

You're out of luck, the Titan Black ACX isn't being manufactured any more (at least not for the EU).

It seems the PCB's are different for the normal Titan and 780Ti:

So you would have trouble installing the metal plate which cools the memory and vrm's...
 
However since a Titan Black uses the 780Ti pcb you could install a ACX Cooler that was meant for Titan Black cards on a 780Ti :)
