Hi guys,
 
I finally got 'round to upgrading (aged) my PC, and it all went well until I poked the power button.  
 
When I powered it on for the first time, the fans span briefly (pulsed), and then stopped.  After a few seconds delay, everything started spinning again (as though it has reset itself).  Looking at the motherboard, the debug panel reads "00", which according to the manual is not used.  Of the status LEDs on the motherboard, the DRAM LED is lit green, the CPU LED is lit red, and the GPU/Boot Device LEDs are off.  There's no signal to the monitor, either from the GPU or the iGPU.
 
Does it look like I've been exceptionally unlucky and got a dud CPU/motherboard?  Or could it be something else?  I seem to remember reading that the Z87-Pro had issues with Noctua coolers, where they span too slow and it triggered a "CPU fan failed" error and needed a BIOS update..?
 
Any ideas gratefully received.

++EDIT: Have used USB BIOS Flashback to update the BIOS to 1304 (5th August), and tried it without the GPU ... still no go
 
 

NordicJedidisconnect pretty much everything except CPU and memory, pull the board from the case, use the onboard video, and try booting up.

Haven't tried removing it from the case, but otherwise, I've done that.
 

NordicJediMake sure you have the 24pin connector and the 8pin power connector plugged in.  Make sure the 8pin connector is for the CPU, and not a 6+2 pin connector for video cards.

Done that (they're all labelled on the plugs, so it's impossible to get them wrong)
 

NordicJediMake sure the memory is in the correct slots for the board.

Done that (counting from the left, first and third slots).
 

NordicJediAssuming you've tried those, it's time to pull out the CPU and check for bent pins in the CPU socket.

I did give it a quick check and couldn't see any (to be honest, it's kinda hard to focus on them), but I'll give it another look.

Sorry to hear that.  Hopefully, swapping out the board will take care of that.  

Good to hear!  I'm glad, despite all the troubleshooting, that it turned out to be just the board.  Enjoy your new system!
