The nice part of developer kits is that function doesn't limit use, especially factoring human creativity; I hope a development company uses this to create a desktop OS template.  IIRC, AMD's ARM APU is the most powerful single piece of silicon to date, why not explore all capabilities to establish a market rather than wait for it to spawn?
 
Honestly, that Steve Jobs quote rings so true with just about everything in computer technology progress, "People don't know what they want until you show it to them".  Can't just talk about it all day, theories entertain students; but real people need prototypes, demonstrations and hope they'll get it someday.  There needs to be more competition in the tethered desktop space, Intel and x86 is it; we need Qualcomm and nVidia to bring competition here.
 
Before I thought MS had to do it by introducing an ARM-based Windows, but new computer infrastructures need hardware along with software.  Of course Opterons, like Xeons, can still run desktop software.
