Do you have kboost enabled in Precision? Kboost will cause GPU usage to always display 0%.

You want to test cards individually anyway.

But why I can't make my gtx 980 run at 100%? Or it is designed to be like that?

The scale doesn't go to 100% as far as I know. I have never seen -- either personally or in screenshots -- any video card in any application go higher than 99%. I think 99% is "100%". Think of it this way: 0 through 99 occupies 100 placeholders. 100 would be the 101st placeholder. I think the driver or software only allocated 100 placeholders and that is why max is 99.

Yeah, 99% is 100% (or max GPU usage).

Umm... Something like assigning a hardware/software value to a human readable string. Lets say the card has 100 values from lowest load to highest load. The lowest load would be 0 which is 0 in hexadecimal. 100 values later would be the highest load which is 63 in hexadecimal -- which is 99 in standard decimal numbering. With 100 possible numbers, the range is 0-99 or 1-100. The range of valid numbers is established ahead of time. That way, if a result is fetched outside of the valid range, error detection can detect a problem and try to avoid an overflow.
