I have a pair of 980 TI Classifides. Diagnostic/monitoring programs such as Nvidia Inspector and GPUz report the default and boost clocks of the SuperCLock SKU however(1102/1190) not those advertised with the Classified(1190/1292). The cards boost well over 1300, but the base clock under minimal 3D load is in fact the reported 1102, not the promised 1190.  Furthermore, when switched the secondary OC BIOS, I do get access to the ridiculous 141% power target that i know a super clock bios would never have, so I'm a little confused. I can post pics, but I feel the post is self explanatory. My screen shot looks just like that of a 980TI SC.

What is the model number of both of your cards?

The 980 Ti Classified REFERENCE (part number 06-P4-4997-KR) runs at reference speeds and boosts to 1190.

I wasn't aware there was such a thing as classified reference as it seems kind of like an oxymoron haha. Regardless, I have the Gaming ACX 2.0 variety 06G-P4-4998.

Contact EVGA's customer support to get the proper VBIOS to flash it, or to start an RMA after they help you check things out - https://www.evga.com/about/contactus/

If you haven't registered the card, you'll want to do that first.

Misunderstood what reference meant in this context. I guess it contrasts with "Gaming", and has nothing to do with the reference cooler... I do indeed have the part you mentioned before(06G-P4-4997-KR X2). I guess that was an original and discontinued revision of the cards now listed in the comparison tabble, ie "Gaming" skus? Is it just great fortune that I boost to 1342 OOB? Thanks for your help though, I appreciate it.

That boost isn't bad at all - you can probably get more out of it with a more-aggressive-than-stock fan curve, increasing your power/temp target to max, and increasing your GPU core speed. I'd try 25MHz at a time and loop Valley to test stability. Your mileage may vary, but with the air cooler and a single 980 Ti Classified, my top air cooled overclock is 1455MHz - more and I get black/grey screen hard crashes - on water, I get a max of 1505 completely stable, and can push 1530 for short benchmarks.

Adding voltage to these 980 Ti Classifieds does absolutely nothing for stability, so I'd leave the voltage alone.

but the base clock under minimal 3D load is in fact the reported 1102, not the promised 1190.

Setting power management mode inside the nvidia control panel to prefer maximum performance will make the card run at 1190 when under minimal load.
