980 ti fans not working.

I purchased a new 980 ti a few months back and have been having some problems with the fans. 95% of the time the fans don't spin up until the card hits about 85 degrees and when the do, they violently spin up to 100% then back down to nothing. This brings the cards temp down but once it gets back up to around 85 degrees it does it all over again. I have tried to fix it with precision x and msi afterburner but nothing is working. Anyone have any suggestions? I was planning to reinstall windows soon so I am hoping that will help. Of the 4 cards I've ever owned all of them have been EVGA. Sadly, if this cannot be fixed I will be switching. Pretty much tried everything I can think of to fix it.

    Why would you think reinstalling windows would help ?
     
    It`s not a windows problem.
     
    The fans are supposed to spin when it hits 60c, email or call EVGA to setup an RMA.

    I should clarify that I am not reinstalling windows to fix my problem. Its just something I like to do once a year.

    Wow, you should make an image when windows is perfect, so you don`t have to reinstall

    Hello czechj,
    We are sorry to hear that you are having issues with your graphics card. 
    Can you control the fans in Precision X or with a similar program?
    You can also double check the fan header on the card and make sure it is properly connected. This will be near the GPU power connectors.

    That it is! Everything on the GPU is connected properly, I have been able to control the fan speed with precision x but only on a few occasions. The card will sometimes work without any problems but most of the time I have to deal with this problem. Will likely have to call or email tomorrow.
